  They don't bother to remind all the people in the queue for renewing motor vehicle licenses to fill out the green form, they wait till its your turn at the counter to tell you. Then you cannot fill out the form at the counter - you have to do it somewhere else and lose your place in the queue. I found the attitude to be rude and disrespectful.
